General Information

The Assessor is supposed to value property in fee simple but increasingly we encounter a variety of easements - conservation easements, utility easements, even scenic vista easements.  And more and more governments are adopting programs to purchase development rights to maintain agricultural or open space initiatives.  Still other properties are subject to deed restrictions, right-of-way access, private roads, or ownership by a homeowner's association.  In this class, using real world examples, we'll look at these issues, how they impact the bundle of rights and what to look for and at to determine their impact on value.
