The New York State Assessors’ Association was formed on February 14, 1940, and perhaps the best statement of its purpose may be found in the constitution.

“...To provide a clearing house for the collection and distribution of useful information relating to the assessment of real property, to inform the public on the nature of the work performed by assessing officers, to engage in research to improve assessment technique and practice, to sponsor legislation relating to assessing and taxation, to cooperate with other agencies interested in the improvement of tax administration and to promote equity in the distribution of the real estate tax.”

The Association has been actively pursuing these objectives for over seventy five years and has become the primary organization representing assessors in New York State.  Every assessor in the state – appointed or elected – should have the opportunity to enjoy the benefits of membership.  Individuals practicing in related fields such as appraisers, property tax representatives, and real estate agents are also welcome.  Let us tell you a little more about what the New York State Assessors’ Association (NYSAA) has to offer YOU.The NYSAA maintains a central office managed by a salaried Executive Director and Administrative Assistant who, along with the annually elected President and members of the Executive Board, manages and directs the Association.  An affiliate organization is the Institute of Assessing Officers (IAO).  The IAO, which is chartered by the New York State Board of Regents, is the professional and educational arm of the NYSAA.  Membership and the right to use the IAO designation are gained by satisfying certain experience requirements and by the successful completion of an examination covering all aspects of appraisal and assessment administration.  An assessor with “IAO” after his

or her name is recognized as one who has achieved the highest level of professional competence.

The Institute sponsors a one-week seminar in Ithaca every July.  Courses covering everything from basic assessment administration to sophisticated income appraisal techniques are taught by Senior IAO instructors or others prominent in the field.  The IAO examination is also given at this time.  In addition to the annual seminar, up to two dozen One-Day Seminars on subjects such as various assessment and appraisal topics or problems and exemption administration are presented each year at various locations throughout the State.

Another educational opportunity is the NYSAA Annual Meeting and Seminar on Assessment Administration held every autumn at various locations throughout New York State.  The Annual Meeting of the Association and the Institute are held at this time and two and one-half days of seminars and lectures on many topics are available.  Members who have made significant contributions to the organization and to the fields of assessment administration and appraisal are recognized at the annual Awards Banquet.At present, the New York State Assessors’ Association has over 900 members throughout New York State and in several other states.  Of these, approximately 225 are proud to be able to use the prestigious IAO designation.  Shouldn’t you consider joining the NYSAA?  You will find included a membership application.  If you have any questions you may telephone Warren J Wheeler, IAO, Executive Director, at (315) 706-3424, email us at nysaa@nyassessor.com, or you may address them to the assessor of almost any city or town in New York State.  We look forward to introducing you to a fine group of men and women dedicated to equitable assessment and the fair distribution of the property tax.

TYPES OF MEMBERSHIP:

REGULAR MEMBER: Assessor, County Real Property Tax Directors and assessment staff within the local assessor’s or County offices.  Those responsible for valuation or administration of real property issues for assessment purposes.  Includes government appointed or elected assessors and their staff and retired assessors.  Only Regular Members may serve as officers or members of the Executive Board and shall have full voting rights of the Association.

ASSOCIATE MEMBER:  Any individual other than regular members with an interest in supporting the avowed purpose and successful operation of the Association.  Fee appraisers, tax representatives, media personnel, Board of Assessment Review Members, employees of State Government are considered in this category.  These members shall not serve as officers or members of the Executive Board and do not have voting rights of the Association. 

ORGANIZATIONAL MEMBER: Any organization may subscribe for membership of the Association which has an interest in supporting the avowed purpose and successful operation of the Association.  This type of membership shall not preclude individual memberships of employees of the subscribing organization for purposes of education and accreditation.

HONORARY MEMBER: Shall include persons of distinction who, in the opinion of the Executive Board, have made a major contribution to the advancement of the assessing profession, or who have performed an unusual and valuable service for the Association.  No annual dues shall be assessed and no voting rights are included with this membership.

LIFE MEMBER: Shall be members of the Association from the assessing profession who have rendered distinctive and valuable service to the Association and who in the judgment of the Executive Board merit special recognition.  Past Presidents shall become life members at the termination of their term. No annual dues shall be assessed and voting rights are the same as Regular Members.
