| Qualifications Needed |
Graduation from high school or possession of a high school equivalency diploma and two (2) years of satisfactory full-time paid experience in the valuation of real property; or
Graduation from an accredited two-year college and one (1) year of satisfactory full-time paid experience in real property valuation; or
Graduation from an accredited four-year college and six (6) months of satisfactory full-time paid experience in real property valuation; or
Graduation from an accredited four-year college and a written commitment from the County Director of Real Property Services to provide approved assessment administration training within six (6) months; or
Certification by the New York State Board as a candidate for assessor.
Qualifying experience includes work involving:
Collection and recording of property inventory data
Preparation of comparable sales analyses
Preparation of signed valuation or appraisal estimates or reports using cost, income, or market approaches
Experience limited to real estate sales listings or setting asking prices does not qualify.
Additional qualifications include:
Comprehensive knowledge of real property valuation and assessment practices
Knowledge of residential, commercial, industrial, and complex property appraisal
Knowledge of laws governing real property assessment
Ability to supervise and train staff
Ability to work effectively with the public, municipal officials, and Boards
Strong judgment, integrity, tact, and professionalism
Proficiency with personal computers and common office software (word processing, spreadsheets, databases)
Physical condition sufficient to meet the demands of the position
Broome County residency required at time of appointment |

Application for Qualifications Review (Form RP-3006) must be submitted, reviewed, and approved by New York State Educational Services prior to appointment
Certification by the New York State Board as an assessor candidate may satisfy minimum qualification requirements

| Brief Job Description |
The Assessor is a professional and technical position responsible for the valuation and revaluation of all real property within the City of Binghamton for taxation purposes. Working under the general direction of the appointing authority, the Assessor oversees appraisal, property management, and clerical staff, maintains assessment records and tax maps, reviews exemption applications, and ensures compliance with applicable laws and regulations. The position also involves attending assessment review hearings, responding to public inquiries, coordinating with county and state assessment agencies, and supervising City-owned and foreclosed properties. |
