Qualifications Needed

The Town of Ossining is seeking an experienced assessment professional to fill a vacant Deputy Assessor position. Qualified candidates will have:

• Demonstrated knowledge of applicable real property assessment principles and practices;

• Exercised independent judgment in the appraisal of real estate including composing original written detailed reports;

• Ability to perform independent financial and valuation research;

• Experience in assessment defense (Grievances and Small Claims Assessment Review)

• Ability to effectively use computer applications such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments;

• Ability to read, write, speak, understand, and communicate in English sufficiently to perform the essential duties of the position;

• A high degree of integrity, judgment, and  physical condition commensurate with the duties of the position.

• Graduation from high school or possession of a high school equivalency diploma and three (3) years of work experience in which the primary function of the position was the valuation of real property, such as real property appraiser, senior real property appraiser, assistant assessor, or deputy assessor.

Brief Job Description

• Assists the Town Assessor in the preparation of the assessment roll

• Defends assessments during the challenge period

• Inspects properties in the field and by desktop review, measuring, sketching, and updating dwelling information as needed

• Sales verification

• Field calls and walk-ins at the public counter as needed

• Contributes to official reports regarding assessment

• Interprets town maps, property record cards and ownership records to determine location of properties, easements, ownership issues, eligibility of exemptions, and inventory

• Uses Computer Assisted Mass Appraisal applications and other tools to prepare and review assessments

• Creates documents, drafts and responds to e-mails, assisting in testing/validating assessment software while performing regular work assignments

• In the absence of the Town Assessor, assists in supervising the Assessor's Office
