Qualifications Needed

1. Graduation from an accredited two-year college and five (5) years satisfactory full-time paid experience in an occupation providing a good knowledge of real property values and principles, methods and procedures required for the assessment of real property for tax purposes, such as assessor, principal in an appraisal firm, director of a mass appraisal project, administrative position in the office of real property tax services or real property tax agency; or  
2. Graduation from an accredited four-year college and three (3) years of the experience described above; or
3. An equivalent combination of the education and experience.
NOTE:  An appointee must successfully complete the assessment administration course during the probationary period.

Good knowledge of modern principles, practices and theory of real property valuation and assessment; good knowledge of real property laws and judicial and administrative determinations governing valuation of real property; working knowledge of deeds and related property records and ability to understand their relation to valuation processes; good knowledge of office and staff management; ability to establish and maintain effective relationships with the public, assessors and county officials; ability to plan, organize and explain the use of tax maps and other valuation tools.

Certification Needed

An appointee must successfully complete the assessment administration course during the probationary period.

This position is a competitive Columbia County Civil Service position, and will be filled provisionally until a final applicant can be selected from a Certified List of Eligibles. The provisionally appointed person is required to sign up for the test when it is first offered, and be eligible to be appointed permanently.
To test for this position, the applicant must be a resident of Columbia, Greene, Dutchess, Ulster, Albany, or Rensselaer County at the time of the exam, and four (4) months prior to the date of appointment.

Brief Job Description

This is professional and administrative work involving responsibility for providing accurate, timely information and advice on real property appraisal, equalization and assessment.  Work is performed under the general supervision of the Director in accordance with policies established by the County Board of Supervisors and the New York State Department of Taxation and Finance - Office of Real Property Tax Administration.  Supervision is exercised over the work of professional technical and Real Property Tax Services personnel.  Does related work as required.
